Titans linebacker Keith Bulluck plans to appeal a $5,000 fine by the NFL.

Bulluck received the fine from the NFL's league office for a hit on Raiders quarterback Kerry Collins Dec.19.

The NFL ruled that Bulluck made helmet-to-helmet contact with Collins, ''who was attempting a pass and in a defenseless position.''

''I am not surprised at anything that happens in this league now, nothing surprises me in the NFL,'' Bulluck told the Tennessean. ''Of course I will appeal. It wasn't even one of those blows, not at all.''

Bulluck is ranked third in the AFC in tackles with 139.
